2022 Grants Information

2022 Announcement Inviting Applications for Grants 

Huerfano County Federal Mineral Lease District (HCFMLD)

HCFMLD will have a total of $27,000 to dispense in the 2022 grant cycle. Historically HCFMLD grants have ranged from $1,750 to $10,000. A smaller grant request that benefits more people will win out over a larger grant request with less overall benefit. Grant requests that result in specific accomplishments usually are favored over planning grants.

HCFMLD prefers grant requests that will be used as matching funds for a larger grant from another entity outside Huerfano County. This may not always be possible, and so all grant applications are judged for the greatest good to the greatest number of people served within HCFMLD. Applications must be submitted in electronic form (as email attachments) to the HCFMLD Secretary at hcfmld@gmail.com. Successful applicants will be notified on approximately December 15, 2022. Questions may be submitted by email above to the HCFMLD Secretary.

Grants will be awarded only to political subdivisions of the state for (1) construction and improvement of public facilities, which can extend to purchasing of equipment, (2) provision of public services, and (3) planning.

Applications must be received by HCFMLD on or before November 30, 2022.

HCFMLD makes grants to areas affected by development of natural resources on federal lands. Grants are from funds that were previously unavailable, the Federal government having determined that Federal mineral lease royalties and bonus payments would not be paid to counties which also receive Payments in Lieu of Taxes (PILT). The Colorado legislation corrected this problem by enabling the creation of Federal Mineral Lease Districts which can receive these funds. Our County Commissioners responded by creating Huerfano County Federal Mineral Lease District, an autonomous government entity. Its purpose is to distribute these funds to political subdivisions within HCFMLD which will, consistent with sound financial practices, result in the greatest use of financial resources for the greatest number of citizens. Because the area served by the HCFMLD has a long history of impacts from minerals development, any of the addressees of this letter are invited to apply.

Two consecutive awards to a district lead to a one year timeout.

Should applicants be unable to complete their plans as described in their grant applications, HCFMLD is adding additional language to our grant awards.

The grant shall be used by the recipient district solely to complete the project in substantial conformity with the grant application description.

The recipient district shall not materially modify the project or the project budget without prior written permission of the HCFMLD board.

If the recipient district determines that the project will not or can not be completed, the recipient district will promptly so advise the HCFMLD board.

The recipient district shall complete the project in a timely fashion consistent with the grant application budget, time-line, and outcome descriptions.

HCFMLD requests a notice of completion along with photos or other documentation.

Remedy for failure to complete the project as described in the grant application or in approved modifications will involve reimbursement to HCFMLD for the full grant amount. Failing reimbursement, that district will be denied eligibility for future HCFMLD grants.

1. Applying organization’s full name, address, telephone number, email address, and web address, if any.

2. Contact information, including email and telephone number, for the person responsible for this grant application and who will be available to answer any question regarding the application.

3. Specific purpose of the grant with an explanation of either the (1) construction and improvement of public facilities, which can extend to purchasing of equipment, (2) provision of public services, or (3) planning which will be supported by the HCFMLD grant.

4. Describe how the HCFMLD grant will alleviate social, economic, or public finance impacts from historical and present development of natural resources within the District. Examples are roads, emergency services, health services, water protection, weed control, air quality, land reclamation, fire mitigation, economic recovery, education, cultural, and social services which are needed to alleviate the impacts.

5. Submit evidence of community support for the project.

6. Cash match. Describe the extent, if any, applicant is using its own funds to support the project.

7. Implementation. What is the time frame for complete implementation of this project?

8. Budget. Enter here the rational budget for the project.

9. Is the project a component of a larger project? Describe the larger grant, if any, for which the HCFMLD grant will be used as matching funds. Also state here if the project is “make-or-break” dependent on the funds being applied for in this grant. Attachment A to the application must be the grant application or grant award letter for the larger grant.

10. Districts that have not previously submitted grant applications to HCFMLD will need to furnish a Citation to the Colorado statute under which Applicant was authorized as a subdivision of the State of Colorado and a description of the decree of the court (if any) or other document which established the organization. (said decree or document should be included with this application as Attachment B).
